Narrative:

While proceeding north on B586 between temar and manat, we were cleared 'present position direct organ' intersection. While deviating to the right (east) to avoid WX, we almost entered restr area rj(right)-116. Tokyo control informed us that we were within 1 mi of entering the restr area. We were correcting back to course and did not actually enter the restr area. We had previously received clearance to deviate in order to avoid thunderstorms, but were closer to the restr area than planned. Fatigue was a factor in coming this close to a restr area. This was the second 'all nighter' in a row. Supplemental information from acn 248322: also on same trip, while being radar vectored for the runway 34 ILS approach at narita international airport, the copilot inadvertently and briefly lost radio communication with tokyo approach. Both pilots became suspicious when our vector heading took us through the final approach. Radio communication was reestablished.

Narrative: WHILE PROCEEDING N ON B586 BTWN TEMAR AND MANAT, WE WERE CLRED 'PRESENT POS DIRECT ORGAN' INTXN. WHILE DEVIATING TO THE R (E) TO AVOID WX, WE ALMOST ENTERED RESTR AREA RJ(R)-116. TOKYO CTL INFORMED US THAT WE WERE WITHIN 1 MI OF ENTERING THE RESTR AREA. WE WERE CORRECTING BACK TO COURSE AND DID NOT ACTUALLY ENTER THE RESTR AREA. WE HAD PREVIOUSLY RECEIVED CLRNC TO DEVIATE IN ORDER TO AVOID TSTMS, BUT WERE CLOSER TO THE RESTR AREA THAN PLANNED. FATIGUE WAS A FACTOR IN COMING THIS CLOSE TO A RESTR AREA. THIS WAS THE SECOND 'ALL NIGHTER' IN A ROW. SUPPLEMENTAL INFO FROM ACN 248322: ALSO ON SAME TRIP, WHILE BEING RADAR VECTORED FOR THE RWY 34 ILS APCH AT NARITA INTL ARPT, THE COPLT INADVERTENTLY AND BRIEFLY LOST RADIO COM WITH TOKYO APCH. BOTH PLTS BECAME SUSPICIOUS WHEN OUR VECTOR HDG TOOK US THROUGH THE FINAL APCH. RADIO COM WAS REESTABLISHED.
