Narrative:

Air carrier X on final for runway 27L approximately 3-4 mi east had been issued VFR helicopter traffic and altitude (1200 ft). Air carrier X reported TCASII RA and informed us that he was climbing. Controller responded that once again air carrier X had helicopter traffic (both controller and helicopter had visual separation). Controller instructed air carrier X to execute missed approach because aircraft was now too high to execute the approach. I do not agree with pilots responding to RA's inside the OM when traffic has been issued by the controller and proper separation exists. This is disruptive and expensive to airlines.

Narrative: ACR X ON FINAL FOR RWY 27L APPROX 3-4 MI E HAD BEEN ISSUED VFR HELI TFC AND ALT (1200 FT). ACR X RPTED TCASII RA AND INFORMED US THAT HE WAS CLBING. CTLR RESPONDED THAT ONCE AGAIN ACR X HAD HELI TFC (BOTH CTLR AND HELI HAD VISUAL SEPARATION). CTLR INSTRUCTED ACR X TO EXECUTE MISSED APCH BECAUSE ACFT WAS NOW TOO HIGH TO EXECUTE THE APCH. I DO NOT AGREE WITH PLTS RESPONDING TO RA'S INSIDE THE OM WHEN TFC HAS BEEN ISSUED BY THE CTLR AND PROPER SEPARATION EXISTS. THIS IS DISRUPTIVE AND EXPENSIVE TO AIRLINES.
