Narrative:

Air carrier X on a 3 mi final, straight-in visual approach to runway 2 at kahului, maui. I was issued helicopter traffic east of the field proceeding wbound at a 90 degree angle to my flight path. I saw the helicopter traffic traveling from right toward my flight path and called it in sight. At 300 ft AGL I noticed the helicopter was still traveling at a 90 degree angle to our course and approximately 100 ft below our altitude. As we approached 200 ft AGL the TCASII commanded us to 'climb' and it appeared to the first officer and me that we were on a collision flight path if the helicopter did not immediately change its flight path. I believe that this was my last opportunity to avoid an accident if the helicopter continued. I initiated a go around and turned slightly left. I passed well within 1/4 mi horizontally and less than 100 ft vertically from the helicopter traffic during the go around. Throughout this incident, ATC tower communications were clear, courteous, and correct. To my knowledge the helicopter pilot flew the appropriate flight path for their operations. I can find no fault with any of the personnel involved in what I consider an extremely hazardous operation. It is ridiculous that a system, working as it was designed to, would allow 2 aircraft to be on a collision course, at the same altitude, in very close proximity to one another, in such a critical phase of flight.

Narrative: ACR X ON A 3 MI FINAL, STRAIGHT-IN VISUAL APCH TO RWY 2 AT KAHULUI, MAUI. I WAS ISSUED HELI TFC E OF THE FIELD PROCEEDING WBOUND AT A 90 DEG ANGLE TO MY FLT PATH. I SAW THE HELI TFC TRAVELING FROM R TOWARD MY FLT PATH AND CALLED IT IN SIGHT. AT 300 FT AGL I NOTICED THE HELI WAS STILL TRAVELING AT A 90 DEG ANGLE TO OUR COURSE AND APPROX 100 FT BELOW OUR ALT. AS WE APCHED 200 FT AGL THE TCASII COMMANDED US TO 'CLB' AND IT APPEARED TO THE FO AND ME THAT WE WERE ON A COLLISION FLT PATH IF THE HELI DID NOT IMMEDIATELY CHANGE ITS FLT PATH. I BELIEVE THAT THIS WAS MY LAST OPPORTUNITY TO AVOID AN ACCIDENT IF THE HELI CONTINUED. I INITIATED A GAR AND TURNED SLIGHTLY L. I PASSED WELL WITHIN 1/4 MI HORIZLY AND LESS THAN 100 FT VERTICALLY FROM THE HELI TFC DURING THE GAR. THROUGHOUT THIS INCIDENT, ATC TWR COMS WERE CLR, COURTEOUS, AND CORRECT. TO MY KNOWLEDGE THE HELI PLT FLEW THE APPROPRIATE FLT PATH FOR THEIR OPS. I CAN FIND NO FAULT WITH ANY OF THE PERSONNEL INVOLVED IN WHAT I CONSIDER AN EXTREMELY HAZARDOUS OP. IT IS RIDICULOUS THAT A SYS, WORKING AS IT WAS DESIGNED TO, WOULD ALLOW 2 ACFT TO BE ON A COLLISION COURSE, AT THE SAME ALT, IN VERY CLOSE PROX TO ONE ANOTHER, IN SUCH A CRITICAL PHASE OF FLT.
