Narrative:
Air carrier X was turned to a 250 degree heading and cleared for runway 22R ILS maintain 3000 ft until established on localizer. As air carrier X was intercepting the localizer descending through 3200 ft he advised he had an RA and climbed to 3500 ft. The only traffic in his vicinity was a VFR at 1100 ft passing 1/2 mi behind him.

Title: ACR X TCASII RA FROM VFR ACFT WHILE ON APCH.
Narrative: ACR X WAS TURNED TO A 250 DEG HDG AND CLRED FOR RWY 22R ILS MAINTAIN 3000 FT UNTIL ESTABLISHED ON LOC. AS ACR X WAS INTERCEPTING THE LOC DSNDING THROUGH 3200 FT HE ADVISED HE HAD AN RA AND CLBED TO 3500 FT. THE ONLY TFC IN HIS VICINITY WAS A VFR AT 1100 FT PASSING 1/2 MI BEHIND HIM.
