Narrative:

Small aircraft X cleared for immediate takeoff runway 4. Turned to look at another aircraft and issued clearance. Small aircraft Y cleared for option on runway 4. When I looked back at small aircraft Y, a loss of separation had occurred. In my judgement a go around would have put small aircraft Y closer to small aircraft X. Callback conversation with reporter revealed the following information: reporter experience 4 yrs military, 8 yrs non radar. Types of aircraft, single engine smas. Reporter stated both aircraft on runway with 2000 ft separation. Operational error was not filed.

Narrative: SMA X CLRED FOR IMMEDIATE TKOF RWY 4. TURNED TO LOOK AT ANOTHER ACFT AND ISSUED CLRNC. SMA Y CLRED FOR OPTION ON RWY 4. WHEN I LOOKED BACK AT SMA Y, A LOSS OF SEPARATION HAD OCCURRED. IN MY JUDGEMENT A GAR WOULD HAVE PUT SMA Y CLOSER TO SMA X. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR EXPERIENCE 4 YRS MIL, 8 YRS NON RADAR. TYPES OF ACFT, SINGLE ENG SMAS. RPTR STATED BOTH ACFT ON RWY WITH 2000 FT SEPARATION. OPERATIONAL ERROR WAS NOT FILED.
