Narrative:

I vectored air carrier X across the final for runway 23 for spacing. I turned air carrier X back on to the final from the east. Air carrier Y on left downwind to runway 23 descending to 6000 ft, was issued 7000 as an amended altitude. Separation between air carrier X and air carrier Y was lost prior to course divergence. Supplemental information from acn 247019: air carrier X vectored to downwind runway 23 clt with clt approach. Descending through 7000 cleared to 6000. TCASII RA 'climb.' initiated climb through 7000 ft advised ATC of altitude deviation due to TCASII. Call to clt ATC area supervisor indicated ATC controller error. Widebody transport on straight-in runway 23 s- turning final passed within 100 ft.
