Narrative:

It was brought to my attention that the station operations personnel sent an unauthorized mechanic to research a pressurization problem which I had brought to their attention. Assuming that air carrier airlines maintenance were in the discussion, it appears they were not advised. I had requested extra fuel and a flight plan for 25000 ft altitude, new release and dispatch with single pack operations according to the flight manual. I was advised that the r-pack valve was intermittent and at times stuck closed. We departed and had to return upon reaching 13000-15000 ft as the single pack would not prevent the cabin from climbing and all passenger masks deployed. No injuries and no problems upon landing at guadalajara, mexico.

Title: FLC OF LGT ACR ACFT RETURNED TO LAND AFTER NOT BEING ABLE TO MAINTAIN ACFT PRESSURIZATION CAUSED BY A MAINT DISCREPANCY.

Narrative: IT WAS BROUGHT TO MY ATTN THAT THE STATION OPS PERSONNEL SENT AN UNAUTH MECH TO RESEARCH A PRESSURIZATION PROB WHICH I HAD BROUGHT TO THEIR ATTN. ASSUMING THAT ACR AIRLINES MAINT WERE IN THE DISCUSSION, IT APPEARS THEY WERE NOT ADVISED. I HAD REQUESTED EXTRA FUEL AND A FLT PLAN FOR 25000 FT ALT, NEW RELEASE AND DISPATCH WITH SINGLE PACK OPS ACCORDING TO THE FLT MANUAL. I WAS ADVISED THAT THE R-PACK VALVE WAS INTERMITTENT AND AT TIMES STUCK CLOSED. WE DEPARTED AND HAD TO RETURN UPON REACHING 13000-15000 FT AS THE SINGLE PACK WOULD NOT PREVENT THE CABIN FROM CLBING AND ALL PAX MASKS DEPLOYED. NO INJURIES AND NO PROBS UPON LNDG AT GUADALAJARA, MEXICO.
