Narrative:

Air carrier X departing mia, climbed to 7000 ft. Air carrier Y inbound to mia was descending out of 9000 ft for 8000 ft. Controller used anticipated separation and climbed air carrier X. Air carrier Y was deviating around WX. The TCASII went off on both aircraft. Air carrier X climbed to 7300 ft and then descended. Air carrier Y descended to 8400 ft and then climbed up to 9000 ft. The controller observed the situation and also took action by descending air carrier X. There was no loss of separation. During bad WX, pilots and controllers should be more aware of WX deviations.
