Narrative:

Air carrier X inbound. Air carrier Y outbound. Traffic arrival over same fix at same time at same altitude in opposite directions. Causal factor were, no flight progress strip deliveries to bay. No inbound estimate passed to ZLA on air carrier X like we pass to the outgoing center (oakland oceanic). This situation would have been avoided had we received an updated estimate! Callback conversation with reporter revealed the following information. Reporter stated aircraft were a 4 engine widebody transport outbound and a 3 engine widebody transport inbound. Inbound aircraft had been on frequency for 15 mins prior to loss of separation. Reporter did not request a flight progress strip. Air carrier inbound received TCASII RA climb. Reporter admitted complacency and socializing because of light traffic. Reporter stated he forgot about air carrier X after initial contact until air carrier X said they were responding to TCASII RA.
