Narrative:

I cleared small aircraft X for takeoff off runway 9. I earlier had cleared small aircraft Y on a surveillance approach to runway 27 to land. Small aircraft Y was still on nqx approach control frequency (as he should be) I forgot about small aircraft Y and as small aircraft X taxied on the runway he noticed small aircraft Y landing on runway 27 and said to me, I told small aircraft X to taxi off the runway. Small aircraft Y checked on frequency and said she was going around. Had I done a right scan as I usually do I would have seen small aircraft Y on final to runway 27 and I would not have cleared small aircraft X for takeoff. I've become to complacent at work, but this surely 'woke' me up.

SMA Y WAS STILL ON NQX APCH CTL FREQ (AS HE SHOULD BE) I FORGOT ABOUT SMA Y AND AS SMA X TAXIED ON THE RWY HE NOTICED SMA Y LNDG ON RWY 27 AND SAID TO ME, I TOLD SMA X TO TAXI OFF THE RWY. SMA Y CHKED ON FREQ AND SAID SHE WAS GOING AROUND. HAD I DONE A R SCAN AS I USUALLY DO I WOULD HAVE SEEN SMA Y ON FINAL TO RWY 27 AND I WOULD NOT HAVE CLRED SMA X FOR TKOF. I'VE BECOME TO COMPLACENT AT WORK, BUT THIS SURELY 'WOKE' ME UP.
