Narrative:

We were initially cleared to taxi from rochester, ny, terminal to 'runway 4 via intersection B hold short of runway 10' (runways 4, 7, and 10 were active). As we approached runway 10 at intersection B, we visually cleared to runway 10 and were cleared by ground to 'cross runway 10.' en route to runway 4, we were recalled to the terminal by company operations. We called again for taxi and were cleared to 'runway 4 via intersection B, hold short of runway 10.' we again visually cleared runway 10 (runway 7 was in use by GA. Commercial planes were using runway 4). As we approached runway 10, nothing was heard so we asked to 'confirm air carrier medium large transport has clearance across runway 10.' silence. We stopped, but rather than throw our passenger/attendants around, we did it gently. The nose of the aircraft intruded on runway 10 by the time we completely stopped, only then did we receive clearance across runway 10 from ground control. Recommend: when conditions favor northeast runways, use runway 4 (commercial) and runway 7 (GA) and have runway 10 available on request. This would eliminate ground control's need to clear aircraft individually across a little used runway (was not used to my knowledge during our 20 min taxi evolution). For fuel conservation and passenger comfort, the ground controller should more closely monitor aircraft taxi to avoid unnecessary stops. Starts. Supplemental information from acn 237635: ground controller was not busy and as usual there were no runway 10 signs at intersection B. We are usually very busy while taxiing and somewhat unfamiliar with the taxiway layout at each and every airport we operate out of. Good signage would certainly help.

AS WE APCHED RWY 10 AT INTXN B, WE VISUALLY CLRED TO RWY 10 AND WERE CLRED BY GND TO 'CROSS RWY 10.' ENRTE TO RWY 4, WE WERE RECALLED TO THE TERMINAL BY COMPANY OPS. WE CALLED AGAIN FOR TAXI AND WERE CLRED TO 'RWY 4 VIA INTXN B, HOLD SHORT OF RWY 10.' WE AGAIN VISUALLY CLRED RWY 10 (RWY 7 WAS IN USE BY GA. COMMERCIAL PLANES WERE USING RWY 4). AS WE APCHED RWY 10, NOTHING WAS HEARD SO WE ASKED TO 'CONFIRM ACR MLG HAS CLRNC ACROSS RWY 10.' SILENCE. WE STOPPED, BUT RATHER THAN THROW OUR PAX/ATTENDANTS AROUND, WE DID IT GENTLY. THE NOSE OF THE ACFT INTRUDED ON RWY 10 BY THE TIME WE COMPLETELY STOPPED, ONLY THEN DID WE RECEIVE CLRNC ACROSS RWY 10 FROM GND CTL. RECOMMEND: WHEN CONDITIONS FAVOR NE RWYS, USE RWY 4 (COMMERCIAL) AND RWY 7 (GA) AND HAVE RWY 10 AVAILABLE ON REQUEST. THIS WOULD ELIMINATE GND CTL'S NEED TO CLR ACFT INDIVIDUALLY ACROSS A LITTLE USED RWY (WAS NOT USED TO MY KNOWLEDGE DURING OUR 20 MIN TAXI EVOLUTION). FOR FUEL CONSERVATION AND PAX COMFORT, THE GND CTLR SHOULD MORE CLOSELY MONITOR ACFT TAXI TO AVOID UNNECESSARY STOPS. STARTS. SUPPLEMENTAL INFO FROM ACN 237635: GND CTLR WAS NOT BUSY AND AS USUAL THERE WERE NO RWY 10 SIGNS AT INTXN B. WE ARE USUALLY VERY BUSY WHILE TAXIING AND SOMEWHAT UNFAMILIAR WITH THE TXWY LAYOUT AT EACH AND EVERY ARPT WE OPERATE OUT OF. GOOD SIGNAGE WOULD CERTAINLY HELP.
