Narrative:

Aircraft was en route to memphis flying off of the grw 352 degree radial. We were given a crossing restriction of 6000 ft MSL at walet intersection approximately 30 NM from the fix. At this time, the captain initiated a 500 FPM descent. We were at 15000 ft. As we continued with the descent, appropriate checklists were run and completed. The descent continued and it became apparent that the current descent rate would not be sufficient to make the assigned restr. Although I was concerned, I made no mention of it to the captain for reasons I will explain later. After being handed off to memphis approach we were asked if we were aware of the assigned restriction and we answered in the affirmative. We were then given a 10 degree turn to the left and told to intercept the 225 degree radial from memphis. As we continued, it was obvious to me that we would cross the intersection well above or altitude restriction. As I was about to make this known to the captain, approach asked if we would make our restriction, the captain told me that we would so I relayed the message to approach. At this point, the captain increased our descent rate to 3100 FPM. We were at approximately 11000 ft and 10 mi from the fix. It was still clear that we would probably not make the restriction and with much irritation, approach cleared us direct memphis. We eventually crossed near walet intersection at 7400 ft MSL. Nothing else was mentioned by ATC and the flight ended normally. What I consider to be the factor contributing to the problem was a very solo oriented and belligerent captain. This captain did not use or believe in crew resource management. Time and again, I tried to make suggestions and was told he would take care of it or to let him do it. Because my company implemented a multi-station domicile program, I find myself flying with this captain often due to the fact that every other first officer bids around him and I am the junior man at my station. I believe that perhaps the safety of the flts that are conducted with myself and this captain should be questioned because of his poor use or no use of the first officer and lack of adherence to the SOP. Many other first officer's share my view and my company chief pilot has been notified of my concern.

THE DSCNT CONTINUED AND IT BECAME APPARENT THAT THE CURRENT DSCNT RATE WOULD NOT BE SUFFICIENT TO MAKE THE ASSIGNED RESTR. ALTHOUGH I WAS CONCERNED, I MADE NO MENTION OF IT TO THE CAPT FOR REASONS I WILL EXPLAIN LATER. AFTER BEING HANDED OFF TO MEMPHIS APCH WE WERE ASKED IF WE WERE AWARE OF THE ASSIGNED RESTRICTION AND WE ANSWERED IN THE AFFIRMATIVE. WE WERE THEN GIVEN A 10 DEG TURN TO THE L AND TOLD TO INTERCEPT THE 225 DEG RADIAL FROM MEMPHIS. AS WE CONTINUED, IT WAS OBVIOUS TO ME THAT WE WOULD CROSS THE INTXN WELL ABOVE OR ALT RESTRICTION. AS I WAS ABOUT TO MAKE THIS KNOWN TO THE CAPT, APCH ASKED IF WE WOULD MAKE OUR RESTRICTION, THE CAPT TOLD ME THAT WE WOULD SO I RELAYED THE MESSAGE TO APCH. AT THIS POINT, THE CAPT INCREASED OUR DSCNT RATE TO 3100 FPM. WE WERE AT APPROX 11000 FT AND 10 MI FROM THE FIX. IT WAS STILL CLR THAT WE WOULD PROBABLY NOT MAKE THE RESTRICTION AND WITH MUCH IRRITATION, APCH CLRED US DIRECT MEMPHIS. WE EVENTUALLY CROSSED NEAR WALET INTXN AT 7400 FT MSL. NOTHING ELSE WAS MENTIONED BY ATC AND THE FLT ENDED NORMALLY. WHAT I CONSIDER TO BE THE FACTOR CONTRIBUTING TO THE PROB WAS A VERY SOLO ORIENTED AND BELLIGERENT CAPT. THIS CAPT DID NOT USE OR BELIEVE IN CREW RESOURCE MGMNT. TIME AND AGAIN, I TRIED TO MAKE SUGGESTIONS AND WAS TOLD HE WOULD TAKE CARE OF IT OR TO LET HIM DO IT. BECAUSE MY COMPANY IMPLEMENTED A MULTI-STATION DOMICILE PROGRAM, I FIND MYSELF FLYING WITH THIS CAPT OFTEN DUE TO THE FACT THAT EVERY OTHER FO BIDS AROUND HIM AND I AM THE JUNIOR MAN AT MY STATION. I BELIEVE THAT PERHAPS THE SAFETY OF THE FLTS THAT ARE CONDUCTED WITH MYSELF AND THIS CAPT SHOULD BE QUESTIONED BECAUSE OF HIS POOR USE OR NO USE OF THE FO AND LACK OF ADHERENCE TO THE SOP. MANY OTHER FO'S SHARE MY VIEW AND MY COMPANY CHIEF PLT HAS BEEN NOTIFIED OF MY CONCERN.
