Narrative:

On apr/thu/93 I was assigned to fly a trip out of muscle shoals, all as a captain. I arrived at the airport at approximately XX00 hours local. One of our check airman was there with an FAA person who was to observe this person giving a type ride so he could become a de the plane arrived at XX10. On the plane was our current de who was coming in to also do type rides that night. As the check airman and the FAA inspector were reviewing the aircraft documents they noticed that the right srl computer was deferred. They read the MEL to check and discovered that the water-methanol circuit breaker was supposed to be tie-wrapped and was not. Now this had been done and signed off by the maintenance people in mem. They came in and notified maintenance control in mem who in turn called contract maintenance in MSL and gave him instructions on what to do. The first officer and myself were in the cockpit doing our preflight checks when he came on the airplane. We removed ourselves from the cockpit so he could perform the work. I observed him reference his notes, pull a circuit breaker and tie wrap it, and then sign off the maintenance log. We loaded the plane, flew to mem and then returned to MSL. The check airman and FAA inspector were there to conduct the flight portion of the type ride. I left and drove home. I was contacted on next day by the dispatch office and informed that the contract maintenance had pulled the wrong circuit breaker, and I am facing possible certificate action from the FAA as well as company discipline.

Title: ACFT MAINT DISCREPANCY PROB CREATES PROB FOR FLC TECHNIQUE PREFLT PROC.

ON THE PLANE WAS OUR CURRENT DE WHO WAS COMING IN TO ALSO DO TYPE RIDES THAT NIGHT. AS THE CHK AIRMAN AND THE FAA INSPECTOR WERE REVIEWING THE ACFT DOCUMENTS THEY NOTICED THAT THE R SRL COMPUTER WAS DEFERRED. THE FO AND MYSELF WERE IN THE COCKPIT DOING OUR PREFLT CHKS WHEN HE CAME ON THE AIRPLANE. WE REMOVED OURSELVES FROM THE COCKPIT SO HE COULD PERFORM THE WORK. I OBSERVED HIM REF HIS NOTES, PULL A CIRCUIT BREAKER AND TIE WRAP IT, AND THEN SIGN OFF THE MAINT LOG. WE LOADED THE PLANE, FLEW TO MEM AND THEN RETURNED TO MSL. THE CHK AIRMAN AND FAA INSPECTOR WERE THERE TO CONDUCT THE FLT PORTION OF THE TYPE RIDE. I LEFT AND DROVE HOME. I WAS CONTACTED ON NEXT DAY BY THE DISPATCH OFFICE AND INFORMED THAT THE CONTRACT MAINT HAD PULLED THE WRONG CIRCUIT BREAKER, AND I AM FACING POSSIBLE CERTIFICATE ACTION FROM THE FAA AS WELL AS COMPANY DISCIPLINE.
