Narrative:

I was working the local control south position at mia ATCT. Air carrier X was on a visual approach to runway 9R and cleared to land. At 1500 ft on a 3 mi final, the pilot advised me he was going around due to a TCASII RA. He said there was traffic ahead of him at 1500 ft. I did not observe any traffic between him and the airport. This was obviously a false target. Luckily, there was no one above him when he climbed. This is not the first time TCASII has provided false RA's. In my opinion, and most controllers will agree, TCASII is causing more problems than it is worth. TCASII is not safe, it is not a good system and should be fixed before it is used anymore.

Title: ACR X TCASII RA EVASIVE ACTION TAKEN CLB FROM GHOST TARGET.

Narrative: I WAS WORKING THE LCL CTL S POS AT MIA ATCT. ACR X WAS ON A VISUAL APCH TO RWY 9R AND CLRED TO LAND. AT 1500 FT ON A 3 MI FINAL, THE PLT ADVISED ME HE WAS GOING AROUND DUE TO A TCASII RA. HE SAID THERE WAS TFC AHEAD OF HIM AT 1500 FT. I DID NOT OBSERVE ANY TFC BTWN HIM AND THE ARPT. THIS WAS OBVIOUSLY A FALSE TARGET. LUCKILY, THERE WAS NO ONE ABOVE HIM WHEN HE CLBED. THIS IS NOT THE FIRST TIME TCASII HAS PROVIDED FALSE RA'S. IN MY OPINION, AND MOST CTLRS WILL AGREE, TCASII IS CAUSING MORE PROBS THAN IT IS WORTH. TCASII IS NOT SAFE, IT IS NOT A GOOD SYS AND SHOULD BE FIXED BEFORE IT IS USED ANYMORE.
