Narrative:

While on approach to cle the landing gear was lowered. The right main gear did not show down and locked. The gear was cycled several times and we still did not receive a green light. We went through the communication procedures and changed the bulbs but it did not help. We diverted to dtw and our company dispatcher declared an emergency. Cle only had 1 runway open which was 6000 ft with poor braking and snow on the runway. When we arrived at dtw we lowered the gear again. After 20 seconds, we got a good indication that the right main gear was down and locked. We then made a normal approach and landing. We were flying in IFR conditions and picking up light rime ice. We were talking to approach, dispatch, maintenance control, executing the abnormal gear checklist, briefing the flight attendants and flying the airplane. The cle-dtw distance is very short and we were very busy. To our knowledge we complied with all far's and ATC instructions.

Title: MLG ON APCH HAS NO GREEN FOR R MAIN GEAR. GEAR CYCLED, DIVERT.

Narrative: WHILE ON APCH TO CLE THE LNDG GEAR WAS LOWERED. THE R MAIN GEAR DID NOT SHOW DOWN AND LOCKED. THE GEAR WAS CYCLED SEVERAL TIMES AND WE STILL DID NOT RECEIVE A GREEN LIGHT. WE WENT THROUGH THE COM PROCS AND CHANGED THE BULBS BUT IT DID NOT HELP. WE DIVERTED TO DTW AND OUR COMPANY DISPATCHER DECLARED AN EMER. CLE ONLY HAD 1 RWY OPEN WHICH WAS 6000 FT WITH POOR BRAKING AND SNOW ON THE RWY. WHEN WE ARRIVED AT DTW WE LOWERED THE GEAR AGAIN. AFTER 20 SECONDS, WE GOT A GOOD INDICATION THAT THE R MAIN GEAR WAS DOWN AND LOCKED. WE THEN MADE A NORMAL APCH AND LNDG. WE WERE FLYING IN IFR CONDITIONS AND PICKING UP LIGHT RIME ICE. WE WERE TALKING TO APCH, DISPATCH, MAINT CTL, EXECUTING THE ABNORMAL GEAR CHKLIST, BRIEFING THE FLT ATTENDANTS AND FLYING THE AIRPLANE. THE CLE-DTW DISTANCE IS VERY SHORT AND WE WERE VERY BUSY. TO OUR KNOWLEDGE WE COMPLIED WITH ALL FAR'S AND ATC INSTRUCTIONS.
