Missed approach from fresno air terminal assigned to 3000' experienced vibration, control problem. Elected higher altitude for safety. Climbed to 4000', then 10000 for vectors. Declared emergency. Subsequently eliminated vibration and continued out of area to edwards AFB for refueling. During all segments we were VFR +30 visibility and aware of aircraft in area. Turned right to lax and climbed to 17000 also because of low fuel had to divert to edwards AFB to refuel.
