Narrative:

ASR 9 system installed at coast TRACON (nzj) in oct/92 exhibits chronic deficiencies including but not limited to ghost targets, false primaries, mirroring of other targets not associated with actual target, and a WX channel that is not acceptable for service. I have been advised by management that a ucr may be denied because the system has not been commissioned. I feel that this situation is a distraction and creates significant safety issues. Despite repeated requests, there is no improvement in the system.

Title: CTLR CLAIMS THAT THE ASR-9 RADAR SYS INSTALLED LAST OCT HAS PROBS.

Narrative: ASR 9 SYS INSTALLED AT COAST TRACON (NZJ) IN OCT/92 EXHIBITS CHRONIC DEFICIENCIES INCLUDING BUT NOT LIMITED TO GHOST TARGETS, FALSE PRIMARIES, MIRRORING OF OTHER TARGETS NOT ASSOCIATED WITH ACTUAL TARGET, AND A WX CHANNEL THAT IS NOT ACCEPTABLE FOR SVC. I HAVE BEEN ADVISED BY MGMNT THAT A UCR MAY BE DENIED BECAUSE THE SYS HAS NOT BEEN COMMISSIONED. I FEEL THAT THIS SIT IS A DISTR AND CREATES SIGNIFICANT SAFETY ISSUES. DESPITE REPEATED REQUESTS, THERE IS NO IMPROVEMENT IN THE SYS.
