Narrative:

It is now almost 2 months past the date you indicated I would have a response to the referenced letter and 3 months since your receipt of same. No response from mr. X has materialized. Does this indicate that the issue will be 'swept under the rug' as it was in response to 1989 letter, same subject, and 1990 sser on NOTAMS? Phone conversations with those organizations on the copy line have produced horror stories not only with far 91.141 but all regulations dealing with flight restrictions such as 91.137, 91.139 and 91.143. The problem lies in the well documented problems with the model 1, full capacity computer system -- the NOTAMS do not get the end user. I have heard that the military office, which puts the NOTAM into the system, has been tasked to draft the response to this problem. I suggest that would be analogous to having an armored car service that had delivered money to a bank answer customer complaints when the bank for some reason was not able to get the money to its customers. They, as has the military office, have satisfied their responsibilities by putting their product into the system. The fault lies with the distributor. It is my understanding that you will be at the helicopter association international, helicopter expo rotorcraft roundtable on feb/wed/93, the president will also be there and this will be a topic he intends to air. May we expect a solution at that time?

Title: RPTR COMPLAINS THE NOTAM DISTRIBUTION SYS IS FAULTY.
