Narrative:
Air carrier X cleared for a visual approach to runway 15 at burlington, vt, airport. We turned final at approximately 7 mi from the runway following the localizer and GS and were cleared to land on runway 15. The tower told us they would depart 2 fgt's prior to our arrival. At approximately 3-4 mi from the end of the runway (15) we got a TA followed shortly thereafter by an RA and then a command to climb, climb. There was an small aircraft Y single engine aircraft on the localizer at approximately 800-900 ft. We missed the aircraft Y by less than 1/2 mi and 100 ft altitude. We started a climb when commanded and I called the tower and told them I was going around. When I advised the tower I was going around they told me they had an aircraft northbound off runway 19 or there was someone over the numbers. The tower then told us to fly a heading of 330 degrees for vectors back to runway 15.

Title: ACR X HAD NMAC WITH SMA ON FINAL APCH. TCASII TA RA EVASIVE ACTION TAKEN CLB GAR. SEE AND AVOID CONCEPT.
Narrative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
