Narrative:

Got TCASII alert followed by immediate visual contact with unspecified military aircraft at 10 O'clock, approximately 1 1/2 mi descending, northbound (slightly above). No time to respond. No warning from center. When we questioned ZDC, they informed us that the aircraft was level at FL220 with a faulty mode C. Aircraft was definitely not level!
