Narrative:

Because of the gusty wind conditions from the east, I made the approach and landing to runway 7R at lax at approximately XA30 PST. During the landing rollout we were asked to evacuate/evacuation the runway as soon as possible. The captain took over the aircraft (there is no steering handle on the copilot's side) and taxied off the only 'high speed' exit for runway 7R which is marked number 28. We were told by the tower (frequency 120.95) to remain on the tower frequency and to hold short of runway 7L which was being used for takeoffs. After crossing runway 7L the problem area occurs! Taxiway 28 now curves back to the left as a 'high speed' exit of runway 25R. The blue and green taxi lights are overpwred by the bright lights of the air carrier hangar and ramp area! I called that we were clear of runway 7L/25R but the captain now stopped and turned the aircraft because I believe he could not see the taxiway. The tower said we were protruding onto runway 7L and had to stop the takeoffs and give us instructions to taxi to gate. This problem does not occur when landing to the west. This area, number 28 at runway 7L is confusing and is a problem compounded by the bright work area!

WE WERE TOLD BY THE TWR (FREQ 120.95) TO REMAIN ON THE TWR FREQ AND TO HOLD SHORT OF RWY 7L WHICH WAS BEING USED FOR TKOFS. AFTER XING RWY 7L THE PROB AREA OCCURS! TXWY 28 NOW CURVES BACK TO THE L AS A 'HIGH SPD' EXIT OF RWY 25R. THE BLUE AND GREEN TAXI LIGHTS ARE OVERPWRED BY THE BRIGHT LIGHTS OF THE ACR HANGAR AND RAMP AREA! I CALLED THAT WE WERE CLR OF RWY 7L/25R BUT THE CAPT NOW STOPPED AND TURNED THE ACFT BECAUSE I BELIEVE HE COULD NOT SEE THE TXWY. THE TWR SAID WE WERE PROTRUDING ONTO RWY 7L AND HAD TO STOP THE TKOFS AND GIVE US INSTRUCTIONS TO TAXI TO GATE. THIS PROB DOES NOT OCCUR WHEN LNDG TO THE W. THIS AREA, NUMBER 28 AT RWY 7L IS CONFUSING AND IS A PROB COMPOUNDED BY THE BRIGHT WORK AREA!
