Narrative:

While the controller was training a developmental controller on east departure, air carrier X was climbed to an altitude not yet vacated by air carrier Y and then was stopped at 8000 ft. When air carrier Y was out of 9000 ft, keeping 1000 ft separation between the 2 aircraft, 1 mi apart, air carrier Y questioned the TCASII RA and the controller explained the situation. There was no clearance deviation by the aircraft. Communication was accomplished before any action was taken. No action was required.

Narrative: WHILE THE CTLR WAS TRAINING A DEVELOPMENTAL CTLR ON E DEP, ACR X WAS CLBED TO AN ALT NOT YET VACATED BY ACR Y AND THEN WAS STOPPED AT 8000 FT. WHEN ACR Y WAS OUT OF 9000 FT, KEEPING 1000 FT SEPARATION BTWN THE 2 ACFT, 1 MI APART, ACR Y QUESTIONED THE TCASII RA AND THE CTLR EXPLAINED THE SIT. THERE WAS NO CLRNC DEV BY THE ACFT. COM WAS ACCOMPLISHED BEFORE ANY ACTION WAS TAKEN. NO ACTION WAS REQUIRED.
