Narrative:

Cleared to cross 9L by atl tower at sierra -- we were switching to ground when other air carrier medium large transport came into view. He was taxiing at a rapid rate (about 60 KTS) no lights -- short stop made -- we questioned ground -- was foggy -- they couldn't see. He was behind us on approach. Turned off past us and met us at sierra. Use of taxi lights could have prevented this. Also, our aircraft doesn't have taxi light installed yet, so taxi lights for both should have prevented incident. Also, reasonable taxi speed.

Narrative: CLRED TO CROSS 9L BY ATL TWR AT SIERRA -- WE WERE SWITCHING TO GND WHEN OTHER ACR MLG CAME INTO VIEW. HE WAS TAXIING AT A RAPID RATE (ABOUT 60 KTS) NO LIGHTS -- SHORT STOP MADE -- WE QUESTIONED GND -- WAS FOGGY -- THEY COULDN'T SEE. HE WAS BEHIND US ON APCH. TURNED OFF PAST US AND MET US AT SIERRA. USE OF TAXI LIGHTS COULD HAVE PREVENTED THIS. ALSO, OUR ACFT DOESN'T HAVE TAXI LIGHT INSTALLED YET, SO TAXI LIGHTS FOR BOTH SHOULD HAVE PREVENTED INCIDENT. ALSO, REASONABLE TAXI SPD.
