Narrative:

Aircraft #1 was doing runup at runway 16R at intersection D. Aircraft #2 was taxiing north on taxiway B and was told to turn right on taxiway K, but aircraft #2 turned right on taxiway D at runway 16R. Aircraft #2 proceeded in the wrong and struck the tail of aircraft #1 with the left wing leading edge of aircraft #2. Aircraft #2 exercised poor judgement, didn't follow taxi instructions given by ground control. Aircraft #2 didn't exercise any action to stop aircraft. Aircraft #2 didn't exercise good situational awareness on the ground during taxi. Pilot of aircraft #2 continued to taxi without further clearance and he didn't stop or shut down aircraft at any time. Supplemental information from acn 468602: I established contact with lgb ground controller and requested taxi clearance to active runway 16R. The controller acknowledged by providing me with a taxi clearance to the runway at intersection D which is the intersection you taxi to and hold short on. No taxi route was given. I understood the clearance to read taxi to runway 16R via intersection D. In the past lgb has given full taxi clrncs including all txwys to get to the active runway. Therefore, I taxied to taxiway D crossing 2 active runways and then followed taxiway D to runway 16R. What they wanted me to do is taxi to runway 16R via taxiway B then to intersection D. But since taxiway B was not specified in the clearance, I assumed that intersection D was the only taxiway they wanted me to use.

Narrative: ACFT #1 WAS DOING RUNUP AT RWY 16R AT INTXN D. ACFT #2 WAS TAXIING N ON TXWY B AND WAS TOLD TO TURN R ON TXWY K, BUT ACFT #2 TURNED R ON TXWY D AT RWY 16R. I UNDERSTOOD THE CLRNC TO READ TAXI TO RWY 16R VIA INTXN D. IN THE PAST LGB HAS GIVEN FULL TAXI CLRNCS INCLUDING ALL TXWYS TO GET TO THE ACTIVE RWY. THEREFORE, I TAXIED TO TXWY D XING 2 ACTIVE RWYS AND THEN FOLLOWED TXWY D TO RWY 16R. WHAT THEY WANTED ME TO DO IS TAXI TO RWY 16R VIA TXWY B THEN TO INTXN D. BUT SINCE TXWY B WAS NOT SPECIFIED IN THE CLRNC, I ASSUMED THAT INTXN D WAS THE ONLY TXWY THEY WANTED ME TO USE.
