Narrative:

IFR clearance received: las airport van nuys 7 departure dag as filed maintain 70 expect 110 10 min after takeoff departure 124.6 squawk XXXX. Please notice I was not given 'maintain runway heading.' made takeoff runway 15 and in accord with van nuys 7 departure, I started a right turn to 210 degree after takeoff. Tower told me to turn back to 150 degree, I then noticed an small aircraft 1 or small aircraft 2 about 100 ft above me. I was switched to departure control and mentioned to them I should have been cleared to maintain runway heading.
