Narrative:

Landing rollout normal. Tower directed us to 'turn left on taxiway bravo contact ground 121.9.' aircraft maneuvered left onto taxiway B by captain and I contacted ground. Ground control stated 'good afternoon air carrier, taxi taxiway bravo hold short of runway 30L at bravo.' while captain maneuvered aircraft west on taxiway B, I rearranged my commercial charts on control yoke to select chart 10-9 'airport diagram.' I then turned the chart around to orient to actual direction of movement. After taking several seconds to study the chart I looked up to orient myself. At this time the aircraft was moving onto the movement area of runways 30L. I stated words to the effect 'are we cleared across?' the captain indicated that we were cleared across. Ground then stated that we 'were directed to hold short at bravo.' by this time the aircraft was well onto runway 30L. 2 commuter aircraft were in position on this runway but I do not know their instructions because we were on ground control while they were on tower. This deviation was in part due to lack of proper phraseology 'hold short, acknowledge hold' -- on ground control crossing parallel runways instead of tower frequency. Human perception on part of captain. Cockpit distrs ie, commercial charts. I strongly recommend that we maintain phraseology to 'acknowledge hold.' supplemental information from acn 223259. The landing was normal. On rollout I took control of the aircraft in accordance with air carrier procedures. We were told to, 'turn left at bravo and contact ground 121.9.' the first officer contacted ground with, 'ground air carrier is clear runway 30R gate number.' ground responded with, 'clear to cross 30L on bravo taxi to gate number.' the first officer acknowledged. As we were approaching runway 30L I looked left and saw 2 aircraft on the runway; one on the approach end was stationary, the other a commuter turbo propeller was slowing down and taking a high speed exit from the runway. It's lights were on. The first officer asked if we were clear left and I said, 'yes,' 2 aircraft on the runway one has his lights on.' I did not consider either aircraft a threat to ours, although I did think it strange to have 3 aircraft on the runway at once. As we cleared runway 30L it was clear that some sort of misunderstanding was involved. Ground asked us to call by phone after getting to the gate. As of this moment 10/92, no violation or accusation has been made. I am still surprised we were cleared to ground with an active runway yet to cross. At most other airports with parallel runways, you are held on tower frequency until cleared across the other active. For instance sfo, lax, atl, dfw, phl, bos, to name a few. The standard call of, 'hold short of runway, acknowledge.' works very well and no call of that sort was heard.

Narrative: LNDG ROLLOUT NORMAL. TWR DIRECTED US TO 'TURN L ON TAXIWAY BRAVO CONTACT GND 121.9.' ACFT MANEUVERED L ONTO TAXIWAY B BY CAPT AND I CONTACTED GND. WHILE CAPT MANEUVERED ACFT W ON TAXIWAY B, I REARRANGED MY COMMERCIAL CHARTS ON CTL YOKE TO SELECT CHART 10-9 'ARPT DIAGRAM.' I THEN TURNED THE CHART AROUND TO ORIENT TO ACTUAL DIRECTION OF MOVEMENT. AFTER TAKING SEVERAL SECONDS TO STUDY THE CHART I LOOKED UP TO ORIENT MYSELF. AT THIS TIME THE ACFT WAS MOVING ONTO THE MOVEMENT AREA OF RWYS 30L. I STATED WORDS TO THE EFFECT 'ARE WE CLRED ACROSS?' THE CAPT INDICATED THAT WE WERE CLRED ACROSS. GND THEN STATED THAT WE 'WERE DIRECTED TO HOLD SHORT AT BRAVO.' BY THIS TIME THE ACFT WAS WELL ONTO RWY 30L. 2 COMMUTER ACFT WERE IN POS ON THIS RWY BUT I DO NOT KNOW THEIR INSTRUCTIONS BECAUSE WE WERE ON GND CTL WHILE THEY WERE ON TWR. THIS DEV WAS IN PART DUE TO LACK OF PROPER PHRASEOLOGY 'HOLD SHORT, ACKNOWLEDGE HOLD' -- ON GND CTL XING PARALLEL RWYS INSTEAD OF TWR FREQ. HUMAN PERCEPTION ON PART OF CAPT. AS WE WERE APCHING RWY 30L I LOOKED L AND SAW 2 ACFT ON THE RWY; ONE ON THE APCH END WAS STATIONARY, THE OTHER A COMMUTER TURBO PROP WAS SLOWING DOWN AND TAKING A HIGH SPD EXIT FROM THE RWY. IT'S LIGHTS WERE ON. THE FO ASKED IF WE WERE CLR L AND I SAID, 'YES,' 2 ACFT ON THE RWY ONE HAS HIS LIGHTS ON.' I DID NOT CONSIDER EITHER ACFT A THREAT TO OURS, ALTHOUGH I DID THINK IT STRANGE TO HAVE 3 ACFT ON THE RWY AT ONCE. AS WE CLRED RWY 30L IT WAS CLR THAT SOME SORT OF MISUNDERSTANDING WAS INVOLVED. GND ASKED US TO CALL BY PHONE AFTER GETTING TO THE GATE. AS OF THIS MOMENT 10/92, NO VIOLATION OR ACCUSATION HAS BEEN MADE. I AM STILL SURPRISED WE WERE CLRED TO GND WITH AN ACTIVE RWY YET TO CROSS. THE STANDARD CALL OF, 'HOLD SHORT OF RWY, ACKNOWLEDGE.' WORKS VERY WELL AND NO CALL OF THAT SORT WAS HEARD.
