Narrative:

Relations and rapport not comfortable, relaxed or open in cockpit. I was PF until about 10 mi from airport. WX was reported as deteriorating rapidly per conversations between other airlines and tower. Captain took airplane from me and said he was going to fly approach. He took aircraft and did talking on radio until inbound on approach. WX was reported RVR at 2400. Controller asked 'air carrier RVR is 1600 don't you need 2400.' captain ignored call. I reviewed go around procedure verbally. Captain flew and executed approach to about 100 ft. Inbound on approach I asked captain about alternate at pdx. Captain would not answer. Captain executed mis straight ahead to 4000. Controller gave a vector for left turn. Never made SOP call outs go around thrust/toga flaps 15 degrees positive rate, gear up, until I mentioned it on climb out at approximately 600-800 AGL. I asked if he wanted flaps 15. He mumbled quietly flap 15, gear up. Tower said RVR 5000 would you like to hold or shoot approach. Captain made comment about stirring up air to clear fog on runway. Captain mentioned he wanted to come in on approach and we were cleared for approach. Visibility dropped to below 2400 RVR and approach terminated with a firm landing. Captain mentioned xyz company had a look see policy that you could go down and take a look. Unless they changed it recently. I said I never heard of that how long ago did they change policy. Captain said about 2 yrs ago. Captain stated to me we had 2400 RVR when we were outside the marker. I disagreed with him. Captain made comment it would help to know regulation before landing at a fog prone airport. I responded 'yes it would.' captain said well we did not have time to pull manual out on final approach to read it. Captain saw me on telephone next morning before departing. He had a very worried look and was trying to listen to conversation. Next day on last leg home, captain pulled out manual and read CAT I regulations to me. Captain told me his interpretation and asked me mine. I disagreed with his version and mentioned to him I could be totally wrong but his is what I believe to be true and correct. Captain mentioned he had flight visibility of at least 2400 ft. He could see 2400 ft down runway. Captain also said he had forward reference visibility. I said that's for takeoff only, not for landing.

CAPT MENTIONED HE WANTED TO COME IN ON APCH AND WE WERE CLRED FOR APCH. VISIBILITY DROPPED TO BELOW 2400 RVR AND APCH TERMINATED WITH A FIRM LNDG. CAPT MENTIONED XYZ COMPANY HAD A LOOK SEE POLICY THAT YOU COULD GO DOWN AND TAKE A LOOK. UNLESS THEY CHANGED IT RECENTLY. I SAID I NEVER HEARD OF THAT HOW LONG AGO DID THEY CHANGE POLICY. CAPT SAID ABOUT 2 YRS AGO. CAPT STATED TO ME WE HAD 2400 RVR WHEN WE WERE OUTSIDE THE MARKER. I DISAGREED WITH HIM. CAPT MADE COMMENT IT WOULD HELP TO KNOW REG BEFORE LNDG AT A FOG PRONE ARPT. I RESPONDED 'YES IT WOULD.' CAPT SAID WELL WE DID NOT HAVE TIME TO PULL MANUAL OUT ON FINAL APCH TO READ IT. CAPT SAW ME ON TELEPHONE NEXT MORNING BEFORE DEPARTING. HE HAD A VERY WORRIED LOOK AND WAS TRYING TO LISTEN TO CONVERSATION. NEXT DAY ON LAST LEG HOME, CAPT PULLED OUT MANUAL AND READ CAT I REGS TO ME. CAPT TOLD ME HIS INTERPRETATION AND ASKED ME MINE. I DISAGREED WITH HIS VERSION AND MENTIONED TO HIM I COULD BE TOTALLY WRONG BUT HIS IS WHAT I BELIEVE TO BE TRUE AND CORRECT. CAPT MENTIONED HE HAD FLT VISIBILITY OF AT LEAST 2400 FT. HE COULD SEE 2400 FT DOWN RWY. CAPT ALSO SAID HE HAD FORWARD REF VISIBILITY. I SAID THAT'S FOR TKOF ONLY, NOT FOR LNDG.
