Aircraft X overflt bsv-mmj at 110. Air carrier Y pit departure mmj-bsv level at 100, issued climb clearance to air carrier Y to 120. 24 seconds later told air carrier Y to maintain 100. Problem arose because of 'tunnel' vision on air carrier Y request for higher. Faster jet traffic behind. Air carrier Y was above and no factor, so I issued climb to air carrier Y before aircraft X clear.
