Narrative:

Climbing through 23500 ft over tag VOR (south of seoul, korea) we received a TCASII TA (12 O'clock -19). We were climbing at 1000 FPM. Passing through 24300 ft we were given a TCASII RA to descend approximately 2000 FPM. At this time the traffic was 12 O'clock -1200 ft. By the time we had stopped the climb and started down the RA switched to climb approximately 2000 FPM and a climb voice command. The RA was given as we passed 24300 ft. We started down by approximately 24400 and started back climbing by about 24200 ft. The closest altitude deviation we saw was -10. We advised tagbilaran control that we had a TCASII RA and asked about the traffic. We were told the the target was at 24000 ft.

Narrative: CLBING THROUGH 23500 FT OVER TAG VOR (S OF SEOUL, KOREA) WE RECEIVED A TCASII TA (12 O'CLOCK -19). WE WERE CLBING AT 1000 FPM. PASSING THROUGH 24300 FT WE WERE GIVEN A TCASII RA TO DSND APPROX 2000 FPM. AT THIS TIME THE TFC WAS 12 O'CLOCK -1200 FT. BY THE TIME WE HAD STOPPED THE CLB AND STARTED DOWN THE RA SWITCHED TO CLB APPROX 2000 FPM AND A CLB VOICE COMMAND. THE RA WAS GIVEN AS WE PASSED 24300 FT. WE STARTED DOWN BY APPROX 24400 AND STARTED BACK CLBING BY ABOUT 24200 FT. THE CLOSEST ALTDEV WE SAW WAS -10. WE ADVISED TAGBILARAN CTL THAT WE HAD A TCASII RA AND ASKED ABOUT THE TFC. WE WERE TOLD THE THE TARGET WAS AT 24000 FT.
