Narrative:

We were cleared for ILS 25L approach (air carrier X) when the TCASII went 'traffic, traffic' showing to our 3 O'clock. I looked and couldn't see anyone. Again TCASII went off, and then told us to 'climb'. TCASII began aural warning at 14 DME. We leveled off, then began a climb. I finally saw air carrier Y at our 3 O'clock position very close. I thought he had overshot on approach to 25R. I called approach and asked about the traffic, and he apologized for not pointing it out and said it was a little close. We switched to tower at 6.9 DME. Tower, on the ground when I asked him, said he tried to call us but we were off frequency. We switched right at the marker, as required.
