Narrative:

Aircraft #1 was told to proceed outbound past ida-VOR -- start procedure turn and expect ILS. Aircraft #2 was inbound on ILS. Descend out of 6800 ft MSL. Aircraft #1 passed ida-VOR and started to descend -- conflict alert activated. Aircraft #1 was told to maintain 8000 ft. Aircraft passed nose to tail at this time. Conflict alert activated and supervisor asked if it was visual separation (common in this area). I advised him -- no -- the aircraft descended a couple hundred ft below his assigned altitude. I was told 'don['T make it complicated, visual.' I did not respond.

CONFLICT ALERT ACTIVATED AND SUPVR ASKED IF IT WAS VISUAL SEPARATION (COMMON IN THIS AREA). I ADVISED HIM -- NO -- THE ACFT DSNDED A COUPLE HUNDRED FT BELOW HIS ASSIGNED ALT. I WAS TOLD 'DON['T MAKE IT COMPLICATED, VISUAL.' I DID NOT RESPOND.
