Narrative:

On departure level at 7000 ft MSL overhead pdz VOR got a TA on TCASII. Traffic showed -200 at 12 O'clock. Constant bearing closure. Haze visibility at 7000 ft was about 5 mi. TCASII turned to RA at approximately 2.5 mi. Still could not pick up traffic visually. Initiated climb and told departure controller. Visually picked up traffic at approximately 1 mi. It was dead ahead. Estimate closest point of approach at 400-500 ft vertical 1000 ft lateral. Had we not climbed it would have been very close. Once we got a hold of departure controller, he said he was trying to get a hold of us but another aircraft was talking on the frequency preventing him from talking to us. TCASII really did the job.

TCASII TURNED TO RA AT APPROX 2.5 MI. STILL COULD NOT PICK UP TFC VISUALLY. INITIATED CLB AND TOLD DEP CTLR. VISUALLY PICKED UP TFC AT APPROX 1 MI. IT WAS DEAD AHEAD. ESTIMATE CLOSEST POINT OF APCH AT 400-500 FT VERT 1000 FT LATERAL. HAD WE NOT CLBED IT WOULD HAVE BEEN VERY CLOSE. ONCE WE GOT A HOLD OF DEP CTLR, HE SAID HE WAS TRYING TO GET A HOLD OF US BUT ANOTHER ACFT WAS TALKING ON THE FREQ PREVENTING HIM FROM TALKING TO US. TCASII REALLY DID THE JOB.
