Narrative:

Small transport X finished my pre-takeoff check in runway 13R runup area at austin-mueller. I then called tower and told them I was ready to go. Tower replied hold short, landing traffic. This traffic was landing on runway 13L. After tower told me to hold short, an air carrier Y checked in on a 5 mi final for runway 13R. Immediately after air carrier Y checked in, tower said small transport X taxi into position and hold. The other traffic had landed. Throughout my taxi to the runway and runup, the tower was attempting to steer planes on the ground because ground control was not on. After my position and hold clearance the tower continued aiding taxiing aircraft. A min or so later, I heard from tower 'air carrier Y, go around.' air carrier Y replied, 'roger, aircraft in sight' and flew right over me on the runway to go around. I was then cleared to go and departed. Air carrier Y probably overflew me by 150 to 200 ft. This problem arose because the tower controller was performing 2 duties at once. I feel ground control was needed, especially due to the construction on the taxiways and runways. The controller was too busy. Also, in looking back, I feel that I should have asked the tower controller if I could be cleared to depart. There was not any other departing aircraft in my way, and I knew air carrier Y must be getting close. I feel to correct this, aircraft should be kept off the runway until they are cleared for takeoff. Not much time is saved in having a plane depart from in position rather then behind the taxi line. If they need to get a plane out quickly in a small window of time, I think 'cleared for immediate' is as effective, and much safer.

Title: ACR Y APCH TO OCCUPIED RWY ISSUED GAR SMT X IN POS AND HOLDING.

Narrative: SMT X FINISHED MY PRE-TKOF CHK IN RWY 13R RUNUP AREA AT AUSTIN-MUELLER. I THEN CALLED TWR AND TOLD THEM I WAS READY TO GO. TWR REPLIED HOLD SHORT, LNDG TFC. THIS TFC WAS LNDG ON RWY 13L. AFTER TWR TOLD ME TO HOLD SHORT, AN ACR Y CHKED IN ON A 5 MI FINAL FOR RWY 13R. IMMEDIATELY AFTER ACR Y CHKED IN, TWR SAID SMT X TAXI INTO POS AND HOLD. THE OTHER TFC HAD LANDED. THROUGHOUT MY TAXI TO THE RWY AND RUNUP, THE TWR WAS ATTEMPTING TO STEER PLANES ON THE GND BECAUSE GND CTL WAS NOT ON. AFTER MY POS AND HOLD CLRNC THE TWR CONTINUED AIDING TAXIING ACFT. A MIN OR SO LATER, I HEARD FROM TWR 'ACR Y, GAR.' ACR Y REPLIED, 'ROGER, ACFT IN SIGHT' AND FLEW RIGHT OVER ME ON THE RWY TO GAR. I WAS THEN CLRED TO GO AND DEPARTED. ACR Y PROBABLY OVERFLEW ME BY 150 TO 200 FT. THIS PROBLEM AROSE BECAUSE THE TWR CTLR WAS PERFORMING 2 DUTIES AT ONCE. I FEEL GND CTL WAS NEEDED, ESPECIALLY DUE TO THE CONSTRUCTION ON THE TAXIWAYS AND RWYS. THE CTLR WAS TOO BUSY. ALSO, IN LOOKING BACK, I FEEL THAT I SHOULD HAVE ASKED THE TWR CTLR IF I COULD BE CLRED TO DEPART. THERE WAS NOT ANY OTHER DEPARTING ACFT IN MY WAY, AND I KNEW ACR Y MUST BE GETTING CLOSE. I FEEL TO CORRECT THIS, ACFT SHOULD BE KEPT OFF THE RWY UNTIL THEY ARE CLRED FOR TKOF. NOT MUCH TIME IS SAVED IN HAVING A PLANE DEPART FROM IN POS RATHER THEN BEHIND THE TAXI LINE. IF THEY NEED TO GET A PLANE OUT QUICKLY IN A SMALL WINDOW OF TIME, I THINK 'CLRED FOR IMMEDIATE' IS AS EFFECTIVE, AND MUCH SAFER.
