Air carrier X climbed to FL230. Aircraft Y descended by a higher sector to FL240. Aircraft X TCASII advised 'climb immediately.' when aircraft X was at 236, TCASII advised 'descend.' aircraft passed within 2.3 mi and 500 ft. Had aircraft X been 20-30 KTS slower, targets would have merged.

Narrative: ACR X CLBED TO FL230. ACFT Y DSNDED BY A HIGHER SECTOR TO FL240. ACFT X TCASII ADVISED 'CLB IMMEDIATELY.' WHEN ACFT X WAS AT 236, TCASII ADVISED 'DSND.' ACFT PASSED WITHIN 2.3 MI AND 500 FT. HAD ACFT X BEEN 20-30 KTS SLOWER, TARGETS WOULD HAVE MERGED.
