Narrative:

I was working radar east departure when I noticed fgt X climb through 6800 ft with my small transport Y descending through 6300 ft. My belief of what led to this possible loss of separation are several 1) fgt X who was departing iab on a SID which allows for climb to 15000 ft did not fly the SID as published. The SID calls for a right turn at 4 DME from the iab TACAN. The track on which I had small transport Y would have allowed for sufficient lateral separation. 2) the radar east arrival controller informed me that aircraft XXX was restr to an altitude of 50 due to my small transport Y who was stopped at 6000 ft. Confusion between the call signs of fgt X and aircraft XXX contributed to this incident. 3) fgt X on initial departure checked in on the wrong frequency. Fgt X did not contact me until he was at 7500. This did not allow me to take any action until after the fact. I suggest that all departures be assigned the same altitude on departure, as it is known some departures climb to 5000 and some to 15000. (Since this incident the facility has initiated this practice).

Narrative: I WAS WORKING RADAR E DEP WHEN I NOTICED FGT X CLB THROUGH 6800 FT WITH MY SMT Y DSNDING THROUGH 6300 FT. THE TRACK ON WHICH I HAD SMT Y WOULD HAVE ALLOWED FOR SUFFICIENT LATERAL SEPARATION. 2) THE RADAR E ARR CTLR INFORMED ME THAT ACFT XXX WAS RESTR TO AN ALT OF 50 DUE TO MY SMT Y WHO WAS STOPPED AT 6000 FT. CONFUSION BTWN THE CALL SIGNS OF FGT X AND ACFT XXX CONTRIBUTED TO THIS INCIDENT. 3) FGT X ON INITIAL DEP CHKED IN ON THE WRONG FREQ. FGT X DID NOT CONTACT ME UNTIL HE WAS AT 7500. THIS DID NOT ALLOW ME TO TAKE ANY ACTION UNTIL AFTER THE FACT. I SUGGEST THAT ALL DEPS BE ASSIGNED THE SAME ALT ON DEP, AS IT IS KNOWN SOME DEPS CLB TO 5000 AND SOME TO 15000. (SINCE THIS INCIDENT THE FAC HAS INITIATED THIS PRACTICE).
