Narrative:
Clearance was given to atx X to descend at pilots discretion maintain 110. Pilot readback 'roger descending to 10.' atx X was observed leaving 106. I asked pilot to 'say altitude.' pilot 'verify you want us descending to 10.' conflicting aircraft Y was 100 northbound. Traffic had already passed, but I lost standard separation.
