Narrative:

Having obtained an additional rating (corp jet type rating) on my ATP certificate in aug/91 I received a temporary pilot certificate. 8 months later on apr/mon/92 and at the expiration of my 4TH temporary certificate issued by local FAA FSDO's, I flew 2 flts before obtaining my 5TH temporary pilot certificate from the FAA FSDO in kansas city. I have been corresponding with the FAA in oklahoma city by telephone and mail during this entire time and they showed record of my current pilot status but were unable to perform the simple task of mailing me my permanent certificate due to their clerical errors which they admit to. Believing it was ok to fly since oklahoma FAA had records of my current and qualified status, I made 2 flts before oklahoma FAA decided I must possess a current certificate on my person even though by improving my qualifications their clerical errors caused my certificate to expire. I complied immediately causing great inconvenience to myself and my airline by being removed from my next flight while I went to the local kansas city FAA FSDO for my 5TH temporary ATP certificate. Currently, I still do not have my permanent certificate from the oklahoma city FAA. Callback conversation with reporter revealed the following information: as of the time of the callback, he has still not received his permanent license. He further indicated that in aug, he will have gone a yr without his permanent certificate, and that to celebrate the occasion, he intends to send a birthday cake to FAA officials in oklahoma city.

Title: ACR PLT HAS DIFFICULTY OBTAINING PERMANENT PLT CERTIFICATE FROM FAA IN OKLAHOMA CITY.

Narrative: HAVING OBTAINED AN ADDITIONAL RATING (CORP JET TYPE RATING) ON MY ATP CERTIFICATE IN AUG/91 I RECEIVED A TEMPORARY PLT CERTIFICATE. 8 MONTHS LATER ON APR/MON/92 AND AT THE EXPIRATION OF MY 4TH TEMPORARY CERTIFICATE ISSUED BY LCL FAA FSDO'S, I FLEW 2 FLTS BEFORE OBTAINING MY 5TH TEMPORARY PLT CERTIFICATE FROM THE FAA FSDO IN KANSAS CITY. I HAVE BEEN CORRESPONDING WITH THE FAA IN OKLAHOMA CITY BY TELEPHONE AND MAIL DURING THIS ENTIRE TIME AND THEY SHOWED RECORD OF MY CURRENT PLT STATUS BUT WERE UNABLE TO PERFORM THE SIMPLE TASK OF MAILING ME MY PERMANENT CERTIFICATE DUE TO THEIR CLERICAL ERRORS WHICH THEY ADMIT TO. BELIEVING IT WAS OK TO FLY SINCE OKLAHOMA FAA HAD RECORDS OF MY CURRENT AND QUALIFIED STATUS, I MADE 2 FLTS BEFORE OKLAHOMA FAA DECIDED I MUST POSSESS A CURRENT CERTIFICATE ON MY PERSON EVEN THOUGH BY IMPROVING MY QUALIFICATIONS THEIR CLERICAL ERRORS CAUSED MY CERTIFICATE TO EXPIRE. I COMPLIED IMMEDIATELY CAUSING GREAT INCONVENIENCE TO MYSELF AND MY AIRLINE BY BEING REMOVED FROM MY NEXT FLT WHILE I WENT TO THE LCL KANSAS CITY FAA FSDO FOR MY 5TH TEMPORARY ATP CERTIFICATE. CURRENTLY, I STILL DO NOT HAVE MY PERMANENT CERTIFICATE FROM THE OKLAHOMA CITY FAA. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: AS OF THE TIME OF THE CALLBACK, HE HAS STILL NOT RECEIVED HIS PERMANENT LICENSE. HE FURTHER INDICATED THAT IN AUG, HE WILL HAVE GONE A YR WITHOUT HIS PERMANENT CERTIFICATE, AND THAT TO CELEBRATE THE OCCASION, HE INTENDS TO SEND A BIRTHDAY CAKE TO FAA OFFICIALS IN OKLAHOMA CITY.
