Narrative:

Lga departure asked us to 'turn to 360 degrees, and tighten up the turn -- you're in kennedy airspace.' I feel this is inaccurate as we complied to the SID and company procedures for the lga 4 departure, whitestone climb to the best of our ability without sacrificing safety, given our aircraft confign. After takeoff I turned to a 175 degree heading at 300 ft AGL and flew that heading retracting the flaps and slats on schedule. At 2.5 DME from lga the captain announced the distance and said 'turn left 040.' I then began a shallow left bank not to exceed 20 degrees bank as we were heavy (141000 pounds) and the aircraft had not yet accelerated to min maneuvering speed for the clean confign. Shortly thereafter while in the turn ATC give us the warning and asked us to increase the rate of turn. I feel we flew the SID as published and if a tighter turn to 040 degrees at 2.5 DME is required either the published procedures should state a tight turn is necessary, therefore lift devices should remain extended or better yet cancel the procedure entirely and quit sacrificing safety for noise abatement. Supplemental information from acn 205732. I feel that we flew the departure as published and used bank angles and turn rates commensurate with our published instructions and the aircraft confign.

Title: HDG TRACK DEV PLACES ACR MLG IN PROX OF JFK ATA.

Narrative: LGA DEP ASKED US TO 'TURN TO 360 DEGS, AND TIGHTEN UP THE TURN -- YOU'RE IN KENNEDY AIRSPACE.' I FEEL THIS IS INACCURATE AS WE COMPLIED TO THE SID AND COMPANY PROCS FOR THE LGA 4 DEP, WHITESTONE CLB TO THE BEST OF OUR ABILITY WITHOUT SACRIFICING SAFETY, GIVEN OUR ACFT CONFIGN. AFTER TKOF I TURNED TO A 175 DEG HDG AT 300 FT AGL AND FLEW THAT HDG RETRACTING THE FLAPS AND SLATS ON SCHEDULE. AT 2.5 DME FROM LGA THE CAPT ANNOUNCED THE DISTANCE AND SAID 'TURN L 040.' I THEN BEGAN A SHALLOW L BANK NOT TO EXCEED 20 DEGS BANK AS WE WERE HVY (141000 POUNDS) AND THE ACFT HAD NOT YET ACCELERATED TO MIN MANEUVERING SPD FOR THE CLEAN CONFIGN. SHORTLY THEREAFTER WHILE IN THE TURN ATC GIVE US THE WARNING AND ASKED US TO INCREASE THE RATE OF TURN. I FEEL WE FLEW THE SID AS PUBLISHED AND IF A TIGHTER TURN TO 040 DEGS AT 2.5 DME IS REQUIRED EITHER THE PUBLISHED PROCS SHOULD STATE A TIGHT TURN IS NECESSARY, THEREFORE LIFT DEVICES SHOULD REMAIN EXTENDED OR BETTER YET CANCEL THE PROC ENTIRELY AND QUIT SACRIFICING SAFETY FOR NOISE ABATEMENT. SUPPLEMENTAL INFO FROM ACN 205732. I FEEL THAT WE FLEW THE DEP AS PUBLISHED AND USED BANK ANGLES AND TURN RATES COMMENSURATE WITH OUR PUBLISHED INSTRUCTIONS AND THE ACFT CONFIGN.
