Narrative:

Course deviation. After departure from rdu runway 23R, initial heading 210 degrees, ZDC cleared us to a left turn to heading 150 degrees to join the departure route. We selected heading of 150 degrees, then engaged LNAV to join the route. We were cleared to FL230. After leveling at FL230, before joining the FMS route, center gave us a vector of 240 degrees to avoid a restr area. (Later determined to be seymour johnson e-moa, active 7000 ft FL180.) we then realized that rozbo intersection was missing on the FMS depiction, and manually entered that fix. We showed approximately 4 mi east of the TARL6 departure. ATC said there was no traffic conflict.
