Narrative:

Air carrier X overhead cvg at FL240 when we received clearance to cross 20 NM south of cvg at 13000 ft. As we began our descent we received a TCASII TA on an aircraft at approximately 7 NM and 600 ft below. In the descent we got a TCASII RA to descend at greater than 2000 FPM which we did. Saw air carrier Y as we went under him by 1000 ft (approximately) and a mi ahead. Estimate his altitude to be FL220. I asked the controller about the traffic and the apparently late descent clearance. He ignored my question. We were approximately 2000 ft high on our crossing restrictions. Again the controller did not respond to our question and simply handed us off to sdf approach. TCASII may have saved a midair.

Narrative: ACR X OVERHEAD CVG AT FL240 WHEN WE RECEIVED CLRNC TO CROSS 20 NM S OF CVG AT 13000 FT. AS WE BEGAN OUR DSCNT WE RECEIVED A TCASII TA ON AN ACFT AT APPROX 7 NM AND 600 FT BELOW. IN THE DSCNT WE GOT A TCASII RA TO DSND AT GREATER THAN 2000 FPM WHICH WE DID. SAW ACR Y AS WE WENT UNDER HIM BY 1000 FT (APPROX) AND A MI AHEAD. ESTIMATE HIS ALT TO BE FL220. I ASKED THE CTLR ABOUT THE TFC AND THE APPARENTLY LATE DSCNT CLRNC. HE IGNORED MY QUESTION. WE WERE APPROX 2000 FT HIGH ON OUR XING RESTRICTIONS. AGAIN THE CTLR DID NOT RESPOND TO OUR QUESTION AND SIMPLY HANDED US OFF TO SDF APCH. TCASII MAY HAVE SAVED A MIDAIR.
