Narrative:
1) atx X -- ewr bays seall V188 tmv. 2) atx Y jfk merit orw V16 bos. N90 gave approval for shift to R-20 for 'control for turns all aircraft climb 13000. (Lga radar unusable). Atx Y came over 'left on 050 heading by approach.' I turned atx Y direct orw and the aircraft conflicted with atx X (4.65). I turned atx Y 30 degrees left and climbed to 15000. I misjudged the angle of turn, and I wrongly thought atx X was proceeding bays direct tmo.
