Narrative:

Air carrier X (climbing out of 330 to 370) slow climbing air carrier X was being vectored for climb with parallel traffic - no prior coordination was made. Handoff near boundary - my traffic was FL310 plus a string of FL350 which I was funneling into an east coast preferred route. Warning area hot on opposite side of air carrier X - air carrier Y was told to expedite on contact - first FL350 was descended as soon as FL350 traffic was clear - just ran out of airspace - climbing air carrier X was climbed against SOP between adjustment sectors this SOP was designed to eliminate this type of situation because there is no airspace to maneuver.
