Narrative:

Took off runway 18 with standard dca departure clearance to 5000 ft out dca 185 degree radial. Contacted departure on 126.55 and he issued clearance to 6000 ft. About 1 min after reaching 6000 ft, instructed to turn to 170 degree to intercept J61. We asked for and were given direct daily intersection. Controller then said turn left to 150 degree, traffic at 1 O'clock for 2 1/2 mi. We turned left and saw the traffic about 3 mi at 1 O'clock level at 6000 ft also. Several mins later we asked the same controller if that 'traffic' was inside normal separation practices. He said that it was less than normal separation but was 'his' fault.

Title: ACR CAME IN CLOSE PROX TO ANOTHER ACR. BOTH BEING WORKED BY SAME CTLR. LTSS OCCURRED.

ABOUT 1 MIN AFTER REACHING 6000 FT, INSTRUCTED TO TURN TO 170 DEG TO INTERCEPT J61. WE ASKED FOR AND WERE GIVEN DIRECT DAILY INTXN. CTLR THEN SAID TURN L TO 150 DEG, TFC AT 1 O'CLOCK FOR 2 1/2 MI. WE TURNED L AND SAW THE TFC ABOUT 3 MI AT 1 O'CLOCK LEVEL AT 6000 FT ALSO. SEVERAL MINS LATER WE ASKED THE SAME CTLR IF THAT 'TFC' WAS INSIDE NORMAL SEPARATION PRACTICES. HE SAID THAT IT WAS LESS THAN NORMAL SEPARATION BUT WAS 'HIS' FAULT.
