Narrative:

When the 2 aircraft were about 30 mi apart my trainee gave, cpr X a vector heading of 360 to avoid any loss of separation. Cpr X didn't seem to turn any so my trainee gave him a heading of 020. Right after that the developmental went to the second aircraft, air carrier Y, and turned him heading 210 the pilot comes back and ask if it was for traffic. The developmental then turned cpr Y again heading 090 and the pilot said he had the traffic in sight. It appeared the pilots did not take their turns in a timely manner. In my opinion, if the pilot of cpr X would have taken his turns there should have been no need for this, I also feel air carrier Y never turned at all. Supplemental information from acn 202812: I was busy working the manual position when I glanced over to the radar and noticed 2 aircraft climbing head on with 30 or more mi between them. I said to the trainee 'you are going to do something about those 2 head on aren't you?' he then told the northbound aircraft to fly heading 360 for traffic. I feel that the radar trainee gave sufficient instructions to keep the aircraft apart, if the aircraft followed their instructions in a timely manner. Supplemental information from acn 202814: during my relief briefing I notified the relieving controller of all needed information i.e. WX, NOTAMS, navaids and traffic. Part of my traffic briefing was to point out air carrier Y climbing to 330 fai-tka sbound and the aircraft cpr X anc J115 cawin - scc northbound.

Title: CPR X AND ACR Y NON-ADHERENCE TO ATC INSTRUCTION POSSIBLE LTSS.

THE DEVELOPMENTAL THEN TURNED CPR Y AGAIN HDG 090 AND THE PLT SAID HE HAD THE TFC IN SIGHT. IT APPEARED THE PLTS DID NOT TAKE THEIR TURNS IN A TIMELY MANNER. IN MY OPINION, IF THE PLT OF CPR X WOULD HAVE TAKEN HIS TURNS THERE SHOULD HAVE BEEN NO NEED FOR THIS, I ALSO FEEL ACR Y NEVER TURNED AT ALL.
