Narrative:

Lga was departing 31, landing 22. Gate departure and taxi for takeoff were normal. As we approached the end of runway 31 tower asked us if we were ready for takeoff. We said we were ready for takeoff and were cleared for takeoff runway 31 and to fly runway heading. I was flying the aircraft on this leg and made a normal rolling takeoff. Immediately after we became airborne my first officer saw an medium large transport over the approach end of runway 22 initiate a go around and we heard the tower tell an aircraft landing on runway 22 to go around. Our medium large transport a and the medium large transport came very close during a very critical phase of flight for both aircraft. I believe this situation to be a near midair collision. The WX was VFR and there was no large line of aircraft for takeoff. There was no reason to rush one aircraft off in front of another. Furthermore, when asked if we were ready, we were given no warning of the medium large transport on final. Had this traffic been pointed out to us, we could have made the decision to delay our takeoff while the medium large transport landed. Supplemental information from acn 202447. As we lifted off the ground, I look to my right and see an medium large transport initiating a go around at the approach end of runway 22. The medium large transport was over the threshold of runway 22. The airport was not busy at the time so I felt that trying to sequence a landing and a takeoff on the intersecting runways in that short of time was inappropriate. We should have been held on the ground until the other aircraft landed.

Title: MLG CLRED FOR TKOF HAS NMAC WITH ACFT CLRED TO LAND ON INTERSECTING RWY.

Narrative: LGA WAS DEPARTING 31, LNDG 22. GATE DEP AND TAXI FOR TKOF WERE NORMAL. AS WE APCHED THE END OF RWY 31 TWR ASKED US IF WE WERE READY FOR TKOF. WE SAID WE WERE READY FOR TKOF AND WERE CLRED FOR TKOF RWY 31 AND TO FLY RWY HDG. I WAS FLYING THE ACFT ON THIS LEG AND MADE A NORMAL ROLLING TKOF. IMMEDIATELY AFTER WE BECAME AIRBORNE MY FO SAW AN MLG OVER THE APCH END OF RWY 22 INITIATE A GAR AND WE HEARD THE TWR TELL AN ACFT LNDG ON RWY 22 TO GAR. OUR MLG A AND THE MLG CAME VERY CLOSE DURING A VERY CRITICAL PHASE OF FLT FOR BOTH ACFT. I BELIEVE THIS SITUATION TO BE A NMAC. THE WX WAS VFR AND THERE WAS NO LARGE LINE OF ACFT FOR TKOF. THERE WAS NO REASON TO RUSH ONE ACFT OFF IN FRONT OF ANOTHER. FURTHERMORE, WHEN ASKED IF WE WERE READY, WE WERE GIVEN NO WARNING OF THE MLG ON FINAL. HAD THIS TFC BEEN POINTED OUT TO US, WE COULD HAVE MADE THE DECISION TO DELAY OUR TKOF WHILE THE MLG LANDED. SUPPLEMENTAL INFO FROM ACN 202447. AS WE LIFTED OFF THE GND, I LOOK TO MY R AND SEE AN MLG INITIATING A GAR AT THE APCH END OF RWY 22. THE MLG WAS OVER THE THRESHOLD OF RWY 22. THE ARPT WAS NOT BUSY AT THE TIME SO I FELT THAT TRYING TO SEQUENCE A LNDG AND A TKOF ON THE INTERSECTING RWYS IN THAT SHORT OF TIME WAS INAPPROPRIATE. WE SHOULD HAVE BEEN HELD ON THE GND UNTIL THE OTHER ACFT LANDED.
