Narrative:
Receiving radar vectors to intercept ILS 23 at cle. Considerable 'P' static due to precipitation/ice resulted in poor communications exchanges. Following a change to a second approach frequency, communications were temporarily lost. Communications were reestablished after 2 1/2 mins on the original approach frequency using a second microphone. Was revectored to intercept the ILS and completed a normal approach and landing. Later examination determined a stuck microphone switch.
