During final approach, landing, and rollout, ord tower was attempting radio contact with another non-airline aircraft. Tower contacted the pilot just as we were exiting runway. Ground control asked us to call tower after gate arrival. Tower supervisor said they had cleared a business jet into position and hold on 22L when we were 5-7 mi out on final. The aircraft taxied onto the runway and then changed frequencys. Tower tried to clear them for takeoff several times unsuccessfully. We landed over them uneventfully.
