Narrative:

On jan/xx/92, we took a long delay in washington due to heavy snow and a resultant runway closure. We were deiced twice during the delay. When we were cleared to taxi it was still snowing but visibility had improved. We were cleared into position and hold. When we crossed the hold line, tower asked if we were still clear of the runway. We stated we were 50 ft over the hold line. The tower again asked if we were clear of the runway and when we stated we were not, the airplane on final had to go around. We were then cleared into position and hold. It was my takeoff. On the climb out, both the captain and myself thought the tower said to intercept the 338 degree radial. The captain questioned the tower since the departure dictates the 328 degree radial. I was concentrating on the noise abatement profile and waited for the clearance to be clarified. The captain told me to start the turn. When I did initiate the turn it was a slow turn. Although I was aware of the prohibited airspace I did not think we entered it. We were met in miami by a secret service agent who informed us that we had unknowingly entered the prohibited area.

Title: ACR LGT TRACK HDG DEV ON NOISE DEP FROM DCA UNAUTHORIZED PENETRATION OF AIRSPACE.

Narrative: ON JAN/XX/92, WE TOOK A LONG DELAY IN WASHINGTON DUE TO HVY SNOW AND A RESULTANT RWY CLOSURE. WE WERE DEICED TWICE DURING THE DELAY. WHEN WE WERE CLRED TO TAXI IT WAS STILL SNOWING BUT VISIBILITY HAD IMPROVED. WE WERE CLRED INTO POS AND HOLD. WHEN WE CROSSED THE HOLD LINE, TWR ASKED IF WE WERE STILL CLR OF THE RWY. WE STATED WE WERE 50 FT OVER THE HOLD LINE. THE TWR AGAIN ASKED IF WE WERE CLR OF THE RWY AND WHEN WE STATED WE WERE NOT, THE AIRPLANE ON FINAL HAD TO GAR. WE WERE THEN CLRED INTO POS AND HOLD. IT WAS MY TKOF. ON THE CLBOUT, BOTH THE CAPT AND MYSELF THOUGHT THE TWR SAID TO INTERCEPT THE 338 DEG RADIAL. THE CAPT QUESTIONED THE TWR SINCE THE DEP DICTATES THE 328 DEG RADIAL. I WAS CONCENTRATING ON THE NOISE ABATEMENT PROFILE AND WAITED FOR THE CLRNC TO BE CLARIFIED. THE CAPT TOLD ME TO START THE TURN. WHEN I DID INITIATE THE TURN IT WAS A SLOW TURN. ALTHOUGH I WAS AWARE OF THE PROHIBITED AIRSPACE I DID NOT THINK WE ENTERED IT. WE WERE MET IN MIAMI BY A SECRET SVC AGENT WHO INFORMED US THAT WE HAD UNKNOWINGLY ENTERED THE PROHIBITED AREA.
