Narrative:

Leaving dca en route to bdl. After takeoff, we were given an assigned heading of 90 degrees for climb/traffic. An O/a flight was on frequency and was given a 360 degree turn. For the next several mins, the O/a pilot interrogated the controller as to who and why the 360 degrees was assigned. The controller was busy, but remained polite in spite of the beating he was taking from O/a. Apparently the controller became overwhelmed or the dialogue from the O/a crew blocked an transmission, because the controller called us and gave us a 110 degree heading to avoid aberdeen proving grounds. We banked sharp more than 30 degrees. The controller was obviously concerned about the situations as were we. We do not now if we penetrated the restr airspace (close). The lesson here is 2-FOLD: 1) do not trust the controller to keep you clear of restr areas, help him (do not accept clearance/steer clear and advise when the frequency is clear). 2) saturating the radio frequency in a congested area as O/a did with their 100 questions and third degree is not only bad manners, it makes a safe and controled airspace system unsafe.

Title: ACR LGT UNAUTH PENETRATION OF AIRSPACE WHILE ON AN ASSIGNED RADAR VECTOR FROM ZDC.

Narrative: LEAVING DCA ENRTE TO BDL. AFTER TKOF, WE WERE GIVEN AN ASSIGNED HDG OF 90 DEGS FOR CLB/TFC. AN O/A FLT WAS ON FREQ AND WAS GIVEN A 360 DEG TURN. FOR THE NEXT SEVERAL MINS, THE O/A PLT INTERROGATED THE CTLR AS TO WHO AND WHY THE 360 DEGS WAS ASSIGNED. THE CTLR WAS BUSY, BUT REMAINED POLITE IN SPITE OF THE BEATING HE WAS TAKING FROM O/A. APPARENTLY THE CTLR BECAME OVERWHELMED OR THE DIALOGUE FROM THE O/A CREW BLOCKED AN XMISSION, BECAUSE THE CTLR CALLED US AND GAVE US A 110 DEG HDG TO AVOID ABERDEEN PROVING GNDS. WE BANKED SHARP MORE THAN 30 DEGS. THE CTLR WAS OBVIOUSLY CONCERNED ABOUT THE SITUATIONS AS WERE WE. WE DO NOT NOW IF WE PENETRATED THE RESTR AIRSPACE (CLOSE). THE LESSON HERE IS 2-FOLD: 1) DO NOT TRUST THE CTLR TO KEEP YOU CLR OF RESTR AREAS, HELP HIM (DO NOT ACCEPT CLRNC/STEER CLR AND ADVISE WHEN THE FREQ IS CLR). 2) SATURATING THE RADIO FREQ IN A CONGESTED AREA AS O/A DID WITH THEIR 100 QUESTIONS AND THIRD DEGREE IS NOT ONLY BAD MANNERS, IT MAKES A SAFE AND CTLED AIRSPACE SYS UNSAFE.
