Narrative:

We were level at FL280 when our TCASII gave us a TA from traffic 6000 ft below us at 1 O'clock opposite direction in a rapid rate of climb. When the traffic was 4000 ft below us and still climbing rapidly the TCASII gave an RA with instructions to climb. My first officer immediately began to climb as instructed while at the same time I notified ATC of our TCASII RA and its climb instructions. ATC acknowledged and we climbed to FL290 when TCASII instructed us to stop climb and then clear of conflict moments later. ATC then notified us that the traffic which caused the TA and RA was a flight of 4 fgt's which he confirmed were in rapid climb and leveled off at FL270. In the future this occurrence can be prevented by giving wider separation between high performance military fighter aircraft and civil aircraft. I also feel ATC could have possibly warned us sooner or given an advisory. No real conflict occurred.

Narrative: WE WERE LEVEL AT FL280 WHEN OUR TCASII GAVE US A TA FROM TFC 6000 FT BELOW US AT 1 O'CLOCK OPPOSITE DIRECTION IN A RAPID RATE OF CLB. WHEN THE TFC WAS 4000 FT BELOW US AND STILL CLBING RAPIDLY THE TCASII GAVE AN RA WITH INSTRUCTIONS TO CLB. MY FO IMMEDIATELY BEGAN TO CLB AS INSTRUCTED WHILE AT THE SAME TIME I NOTIFIED ATC OF OUR TCASII RA AND ITS CLB INSTRUCTIONS. ATC ACKNOWLEDGED AND WE CLBED TO FL290 WHEN TCASII INSTRUCTED US TO STOP CLB AND THEN CLR OF CONFLICT MOMENTS LATER. ATC THEN NOTIFIED US THAT THE TFC WHICH CAUSED THE TA AND RA WAS A FLT OF 4 FGT'S WHICH HE CONFIRMED WERE IN RAPID CLB AND LEVELED OFF AT FL270. IN THE FUTURE THIS OCCURRENCE CAN BE PREVENTED BY GIVING WIDER SEPARATION BTWN HIGH PERFORMANCE MIL FIGHTER ACFT AND CIVIL ACFT. I ALSO FEEL ATC COULD HAVE POSSIBLY WARNED US SOONER OR GIVEN AN ADVISORY. NO REAL CONFLICT OCCURRED.
